MEETING MINUTES
October 16, 2003

MEMBERS PRESENT: Robert Ricker,  Joanne O’Brien, Peter Brennan, Kimberly Ferguson.

MEMBERS ABSENT: Sharon McManus

The meeting was called to order at 6:30 p.m.

The Committee was informed that the last Town Meeting vote to sell all buildable Town owned lots located on Putnam Lane at a minimum sale price of $65,000
The Affordable Housing Committee has been working with Developer Sotir Papalilo for sometime on a 40 unit condominium project abutting 1951 Main Street to the North.  Through this process Mr. Papalilo has been very cooperative and informative during the hearing process.  Many constructive comments were given by abutters that the Committee is recommending be investigated during the public hearing process.

· Sewer is being extended from the Holden Hills golf course to the project site,  Town Regulations require that stubs be provided to all buildable lots and intersecting roadways.  Many abutters have adequate septic systems and should not be charged a betterment fee for sewer access when the service will not be utilized.  DPW Director, Lawrence Galkowski has stated that abutters do not get charged betterment fees for sewer service installed by developers, residents are charged an entrance fee at the time of connection. 

· Traffic generated from the site should be investigated during peak hours.  Main Street is very congested and the impact of the project should be reviewed by the Traffic Circulation Committee. 

· School Children have to walk to school if they are within 1.5 miles of Wachusett Regional High School.  If the site is not serviced by a school bus the Committee is recommending that the possibility of construction of sidewalks from the site be investigated.

· If water pressure is not sufficient to operate fire hydrants to the satisfaction of the Fire Chief the applicant should install fire sprinklers in each unit.

· All abutters have requested that as much of a buffer as possible be maintained in a forested state.   If clearing is required for grading it was recommended that native vegetation be replanted around the perimeter of the property.
